The Asian Human Rights Commission (AHRC) is saddened to inform you that yet another list of killings and disappearances for the month of November 2007 has been reported in Sri Lanka. While the conflict has been going on, it is the citizens who have been affected and who live in fear of threats either by the Sri Lankan Army or by paramilitary groups.

In addition, another sixteen family members have reportedly surrendered to the Jaffna branch of Human Rights Commission for the fear of threats.

We have previously reported in recent months several lists of persons who have been victims of these continuing killings and disappearances; UP-162-2007, UP-157-2007, UP-151-2007, UA-318-2007, UP-123-2007, UP-117-2007, UP-061-2007 and UA-113-2007.

The AHRC has recently launched an online petition campaign to call for the government to accept the invitation by the United Nations High Commissioner for Human Rights to establish a human rights monitoring mission in Sri Lanka, which to date, the government has refused. The AHRC is of the view that a human rights monitoring mission will not affect the sovereignty of the nation on the contrary will assist the government to reinforce the policing system that is currently incapable or unwilling to investigate the cases reported so far. 9. Suppaiya Mahalingam (M) – Kondavil East Jaffna / 50 / 4 November 2007 / Jaffna / He was shot and killed in his house at Kondavil East in Jaffna by unidentified gun men.

10. Vasanthakumar (M) – Colombo, Kochchikadai, Jampadda Veethy / na / 6 November 2007 / Colombo / When he was standing in front of his house at Kochchikadai Jampadda street in Colombo at 8pm, he was shot and killed by unknown gum men.

11. Krishnapillai Amalathas (M) – Thanganagar, Trincomalee / 25 / 9 November 2007  / Trincomalee / He was shot and killed in Trincomalee by unidentified gun men.

12 Kaneshan Suresh (M) – Alaveddy South, Jaffna / 22 / 9 November 2007 / Jaffna / He was cut to death by an unknown persons at Mallakam in Jaffna.

13. A civilian (M) – Kalviyankadu Jaffna / na / 9 November 2007 / Jaffna / He was shot and killed at Kalviyankadu area in Jaffna by unidentified armed men.

14. Samiththamby Selvarasa (M) – Kannakipuram, Amparai / na / 11 November 2007 / Amparai

[While they were traveling in a Tractor at Roddai Semmanikulam in Amparai at about 5pm, they were abducted by the Sri Lankan Special Task Forces and were shot and killed and later submitted their bodies at the Poththuvil Hospital. Selvarasa’s (No. 14) wife delivered a child only nine days earlier]

17. Thiruchchelvam Jeyakkumar (M) – Nallur, 2nd Cross street Jaffna / 31 / 11 November 2007 / Jaffna / When the owner of the lorry was riding in a bicycle before the Saddanathar Kovil at Nallur at 8am he was shot and killed by those who came on a motor bike.

18. Jalaltheen Kowthu (M) – Neriyakulam, Vavuniya / 34 / 11 November 2007 / Vavuniya / He is a father of two children. When he was going to his friend’s house from Neriyakulam to Veerapuram on last Saturday at 5:30pm, he was abducted by unidentified men. His dead body was recovered by the Settikulam Police and he was found with his hands tied, blind folded and shot.

19. Unidentified young man (M) – Jaffna / na / 11 November 2007 / Jaffna / While he was riding his bicycle near the army check point at Varani Thenmaratchi at 2:10pm, the Sri Lankan army shot and killed him.

20. Musthappa Rasimya (F) – Mavadichchenai,Valaichchenai, Batticaloa / 26 / 11 November 2007 / Batticaloa /  She was killed in a grenade attack on her house at Mavadichchenai Valaichchenai in Batticaloa at 4:30am. Her two years old child was wounded in this attack.

21. Firansis Pilip (M) – Thodar Madi, Kurunagar, Jaffna / 39 / 12 November 2007 / Jaffna / He was a father of five children. When he was shot killed on the way to market in Jaffna Hospital road by those who came cycling.

22. Veeraiya Jeyaruban (M) – No. 6 Rasa veethy Nalluur North Jaffna / 28 / 12 November 2007 / Jaffna / He was shot and killed at Aaseervatham lane in Kachcheri Nallur road by unidentified men.

23. Unidentified man (M) – Jaffna / na / 12 November 2007 / Jaffna / It is reported with the Sri Lankan Monitoring Mission Office in Jaffna by the relatives. He was shot and killed in Jaffna town.

24. Aloosiyas Anojan (M) – Mannar / 5 / 13 November 2007 / Mannar / While this boy was playing, he was killed in an Artillery shell attack on the Mannar Madu Church Complex by the Sri Lankan army.

25. Thamotharampillai Navithakumar (M) – Sarasalai, Jaffna / 42 / 13 November 2007 / Jaffna / He was shot and killed inside a trading establishment in the Jaffna town by the Sri Lankan Army Intelligence group.

26. Sintha Thurairaja Jems Luxsan (M) – Kurunagar, Water Tank Road, Jaffna / 24 / 13 November 2007 / Jaffna /  He was shot and killed near the Irupalai Kanan Church by the Sri Lankan Army Intelligence group.

27. Unidentified man (M) – Jaffna / na / 14 November 2007 / Jaffna / He was shot and killed near the Jaffna Hindu College at Kasthuriyar Veethy in Jaffna at about 3pm.

28. Raththinasingam Kuruparan (M) – Alvai Muththumariyamman Koyilady, Jaffna / 26 / 14 November  2007 / Jaffna / He was walking near the Point Pedro Court road and shot and killed by coming motor bikers.

29. Unidentified man (M) – Kanniya, Trincomalee / na / 14 November 2007 / Trincomalee / It is reported with the Sri Lankan Monitoring Mission Office in Trincomalee by the relatives that he was shot and killed at Kanniya in Trincomalee.

30. Unidentified man (M) – Kanniya Trincomalee / 17 / 15 November 2007 / Trincomalee / It is reported with the Sri Lankan Monitoring Mission Office in Trincomalee by the relatives. He was shot and killed at Kanniya in Trincomalee. It is noted his father was shot and killed previous day.

31. Unidentified man (M) – Vellaveli Batticaloa / na / 15 November 2007 / Batticaloa / It is reported with the Sri Lankan Monitoring Mission Office in Batticaloa that he was shot and killed at Vellaveli in Batticaloa by unidentified armed men.

32. Unidentified youth (M) – Puthukkamam, Mannar / na / 16 November 2007 / Mannar / He was shot and killed in a searching operation by the Sri Lankan forces.

33. Thangarasa Sujeevan (M) – Nallur Jaffna / 23 / 16 November 2007 / Jaffna / After he went to the Nallur Murukan Koyil he was going to his mother’s house. He was shot and killed at Stanly veethy Atthiyady in Jaffna by unidentified gun men.

34. Kanthaiya  Koneswaran (M) – Pulavar road Navali North Jaffna / 37 / 17 November 2007 / Jaffna / He was shot and killed at Navali area in Jaffna by the Sri Lankan Army Intelligence coming motorbike.

35. Velluppillai Supapathipillai (M)  – Thavalai Iyattalai, Jaffna / 48 / 21 November 2007 / Jaffna / When he was returning his house after his work, he was shot and killed near the 52nd Camp of Sri Lankan army at Varani Iyattalai in Jaffna in the evening by unidentified armed men who came on a motor bike. It is noted that he displaced from his own village Iyattalai to Inparuddy Vadamaratchi.

36. K. Ketheesan (M) – Karaveddy, Jaffna / 26 / 21 November 2007 / Jaffna / He was a security officer in the People’s Bank at Jaffna University. Early in the morning when he was on duty, armed men who came in a vehicle and jumped over the parapet wall and shot him.

37. Two youths (M) – Trincomalee / 21 November 2007 / Trincomalee / Sri Lankan Army Patrolling from Palaththopur army camp in Trincomalee shot and killed them.

38. Santhirasekaran Sivaruby (F) – Murikandy Kilinochchi / 22 November 2007 / Kilinochchi / When the Sri Lankanan Air Force Kfir planes bombed on a Private Boat Construction Factory, she was severely injured and admitted in Kilinochchi Hospital for treatment. Later she died.

39. Nishamtheen Nipar (M) – Annalanagar Kinniya, Trincomalee / 22 / 22 November 2007 / Trincomale / He was returning home from Prima factory in Trincomalee. When he rushed into the ferry quarreled with a home guard who shot and killed him.

40. Thurairaja Jeyaraja (M) – Ananthan road Ariyalai Jaffna / 41 / 23 November 2007 / Jaffna / He was shot and killed at Ariyalai in Jaffna at 7:30pm by unidentified armed men.

41. Palaniyandi Selvarasa (M) – Urumpirai Jaffna / 32 / 23 November 2007 / Jaffna / When he was riding his bicycle before the Urumpirai Katpaka Vinayakar Koyil at 7am he was shot and killed by unidentified armed men.

48. Jeyakkumar Kesavan (M) – Adiyapatham Veethy Nallur Jaffna / 25 / 25 November 2007 / Jaffna / He was shot and killed near the Kopay Martyr’s Cemetary at 3:30pm by two unidentified armed men.

49. Unidentified man (M) – Thirukkovil, Amparai / 36 / 26 November 2007 / Amparai / He was shot and killed by the unidentified men when he was traveling in a Tractor.

50. A civilian (M) – Nallur Jaffna / na / 26 November 2007 / Jaffna / He was shot and killed by the Sri Lankan army when he was going to his house at Nallur Amman road in Jaffna.

61. Yogarasa Suthan (M) – Eruvil Oththachchimadam Batticaloa / 22 / 28 November 2007 / Batticaloa / Two days after abduction his dead body was recovered in Batticaloa.

62. Sinnaththambi Thillainadarasa (M) – Borwn Road Jaffna / 56 / 29 November 2007 /Jaffna / He was shot and killed at Brown road in Jaffna when he was going to his house from his work.

63. Palasubramaniyam Uthayakumar (M) – Masiyapiddy Changanai Jaffna / 27 / 29 November 2007 /Jaffna / He was shot at Masiyapiddy Changanai in Jaffna by armed men who followed him while he was riding his bicycle. Then he was admitted at Thellipalai Hospital and he died there.

2. Unidentified man (M) – Redpana Eravur Batticaloa / 29 October 2007 / Batticaloa / He was abducted at Eravur in Batticaloa by the gun men, who came in a white van.

3. Kasim Riyas (M) – Santhiveli Main road Valaichchenai Batticaloa / 30 / 31 October 2007 / Battcaloa / He was abducted in Batticaloa by an unidentified gun men.

4. Rasathurai Thileep (M) – Kalikoyilady Kokkuvil West Jaffna / 30 / 3 November 2007 / Jaffna / He was said to have gone missing near the Perumal Kovil. This was reported to the Human Rights Commission in Jaffna.

5. Mahalingam Mathiseelan (M) – Ealalai East Jaffna / 32 / 4 November 2007 /Jaffna / He is a father of three children. He was abducted near Yarl Kokuvil west. This incident was reported to the Human Rights Commission in Jaffna.

6. Saran Sithratharan (M) – Pidari Amman Koyilady Aanaikkoddai Jaffna / 36 / 4 November 2007 / Jaffna / He went to deliver the Thinakkural News Paper in the Elalai area in Jaffna at 6am. It is said that he had been near the Elalai army camp when he went missing. He was believed to be abducted by the Sri Lankan army.

7. Thanapalasingam Jenathkumar (M) – Jaffna / 30 / 5 November 2007 / Jaffna / It is reported with the Human Rights Commission in Jaffna that a father of four children went missing at Nallur in Jaffna.

8. Sankaran Thavanesan (M) – Santhirasekara Pillaiyar Koyilady Nallur Jaffna / 39 / 7 November 2007 / Jaffna / He is a father of four children. He went missing at Nallur in Jaffna and this was reported to the Jaffna branch of the Human Rights Commission.

9. Kanakasapapathy Sanjeevan (M) – Amman veethy Kantharmadam Jaffna / 9 November 2007 / Jaffna / While he was returning home from Elalai he was stopped for inquiry at the Achchelu Sri Lankan Army camp. Then he went missing. His parents made a complaint with the Human Rights Commission in Jaffna.

10. Kulasingam Sivakumar (M) – Edaikkurichchi Varani Jaffna / 24 / 10 November 2007 / Jaffna / He was found missing after he went for coolie work from his house at Idaikurichchi Varani in Jaffna. His wife made a complaint with the Human Rights Commission Office in Jaffna.

11. Thangarasa Jeyanthan (M) – Jaffna / 22 /11 November 2007 / Jaffna / It was reported to the Jaffna branch of the Human Rights Commission Office that he went missing in Jaffna.

12. Ansar Muththalip (M) – Munaiyavalai Cross street Eravur Batticaloa / 52 / 11 November 2007 / Batticalo / He was abducted at Kinniya in Batticaloa by unknown gun men.

13. Unidentified youth (M) – Trincomalee / 21 / 13 November 2007 / Trincomalee / It was reported to the Sri Lankan Monitoring Mission Office in Trincomalee that he was abducted by unidentified armed men when he was in his house at Palaiyoottu in Trincomalee.

14. A Samurththi officer (M) – Thampalakamam Trincomalee / 26 / 14 November 2007 / Trincomalee / While he was riding on his bicycle at Thampalakamam area in Trincomalee, some unidentified persons stopped him and abducted him in a white van.

15. Amarasingam Mathiyalakan (M) – Ariyalai Jaffna / 27 / 16 November 2007 / Jaffna / He was abducted at Ariyalai in Jaffna by the Sri Lankan army.

16. Nadarasa Niththiyarasa (M) – Thumpalai Point Pedro Jaffna / 37 / 16 November 2007 / Jaffna / He is a father of three children. He went missing at Thumpalai Point Pedro in Jaffna. This was reported to the Jaffna branch of the Human Rights Commission by his relatives.

17. Vadivelu Nimalaraja (M) – Neekkilas Lane Nallur road Kachcheri Jaffna / 31 / 17 November 2007 / Jaffna / It is reported with the Human Rights Commission in Jaffna by the relatives, that after he finished his work at Uthayan news paper institution in the Jaffna town he did not reach his house as yet.

[When they went to collect fire wood to the Vilkam Vikarai jungle which is in Trincomalee- Anurathapura road they went missing. This incident was reported to the Uppuveli Police Station]

20. Kangatharan Vimalaratna (M) – Veethy Kanthalai Trincomalee / 20 November 2007 / Trincomalee / He was abducted by the unidentified armed men while he was watching TV in his house at Kanthalai in Trincomalee.

22. Unidentified youth (M) – Thiraimadu Batticaloa / 15 / 24 November 2007 / Batticaloa / He was abducted at Thiraimadu in Batticaloa by two members of Karuna Paramilitary group.

26. M.K.Mohamad Naseer (M) – Negombo road Peliyakoda / 25 / 27 November 2007 / Peliyakoda / He was a seller of bag. He went missing at Negombo road in Peliyakoda. This was reported to the police station at Peliyakoda.

27. Subramaniyam Mayooran (M) – Main road Negombo / 26 / 27 November 2007 / Negombo / It was reported that he went missing after he finished praying.

28. Rubankanth (M) – Pololi West Point Pedro Jaffna / 17 / 29 November 2007 / Jaffna / He went to the school and did not return home. This was reported to the Jaffna branch of the Human Rights Commission by his parents.

29. Thiyagarasa Kopinath (M) – Point Pedro Jaffna / 19 / 29 November 2007 / Jaffna / He went to the school from Point Pedro to Vaddukkoddai Central College but did not return home. This was reported to the Jaffna branch of the Human Rights Commission.

SRI LANKA: Please immediately start investigation in the cases of killings and disappearances and establish a human rights mission initiated by the UN High Commissioner for Human Rights

I am writing to express my deep concern over continuous reports of extrajudicial killings and disappearances in Sri Lanka.

I have been informed that several cases of extrajudicial killings and disappearances have continued to be reported and the situation in Sri Lanka has been even more deteriorating. However so far there is no progress of investigation into the cases reported. The government has failed to stop these ongoing human rights violations or make initiatives to end them.

In light of the above, I urge you to thoroughly investigate the cases so far reported without delay. The families of the victims should be actively involved in the progress of the investigation. I also demand that the government must provide full protection for the families and for those who have suffered from threat to their life.

I wish to draw your attention to the fact that the government needs to seriously reconsider its position to accept the invitation by the United Nations High Commissioner for Human Rights to establish a human rights monitoring mission in Sri Lanka, which to date, the government has refused. I strongly believe that a human rights monitoring mission will not affect the sovereignty of the nation on the contrary will assist the government to reinforce the policing system that is currently incapable or unwilling to investigate the cases reported so far.
